“GHMC Reorganisation: Why Telangana Needs Decentralised Urban Governance, Not a Mega Corporation”

Respected Sir,

With due respect, I wish to share a governance-related feedback regarding the present structure of the Greater Hyderabad Municipal Corporation (GHMC), purely in the interest of better urban administration and public connect.


Over the years, GHMC has expanded rapidly through the merger of multiple municipalities, corporations, and villages, resulting in an oversized civic body with nearly 300 divisions. This has led to excessive centralisation, delays in service delivery, and reduced accessibility of governance to common citizens—especially in peripheral areas.


Further, several divisions today are named after localities that do not even fall within those divisions, creating confusion and leading to a loss of historical and local identity. This weakens people’s emotional connect with civic administration and contradicts the principle of rooted, local governance.


The current GHMC structure also appears contrary to the spirit of the 74th Constitutional Amendment, which emphasises decentralisation, strong local bodies, and citizen participation. A single mega corporation is finding it difficult to address the diverse needs of core city areas and fast-growing outskirts simultaneously, resulting in uneven development and public dissatisfaction.


From both administrative and political perspectives, such civic challenges may eventually reflect on governance perception at the grassroots level, which is a concern that deserves early attention.


Constructive suggestion:

In the long-term interest of efficient governance, it may be worthwhile to consider:


  • Restoring the old Municipal Corporation of Hyderabad (MCH) for the core city area
  • Creating 5–6 new municipal corporations for peripheral and rapidly urbanising regions, with administrative and financial autonomy



This decentralised model can ensure:


  • Faster decision-making
  • Better service delivery
  • Stronger local leadership
  • Clear accountability
  • Improved public confidence in urban governance
