A Detailed Assessment of the Congress Government’s Mismanagement & False Promises

🔷 1. INTRODUCTION
Rajiv Yuva Vikasam was announced by the Congress Government as a flagship scheme to provide financial support to unemployed youth of Telangana. It was promoted as a “youth empowerment revolution” with promises of subsidised loans, entrepreneurship support, and employment opportunities.
However, from launch to implementation, the scheme has exposed massive administrative failure, financial mismanagement, lack of planning, and complete neglect of the youth who trusted the government.
This report details the timeline, targets, outcomes, and failures.

📅 Timeline
- Announcement: March 2025
- Online Applications Start: 17 March 2025
- Applications Closed: 14 April 2025
- Screening & Verification: April–May 2025
- First Sanction Letter Ceremony: 2 June 2025 (Telangana Formation Day)
- Promised Loan Disbursement: June 2025 onward
- Actual Disbursement: Minimal / Negligible
Key Observation
The scheme was launched in a hurry — without infrastructure, budget clarity, or coordination with banks.
🔷 3. OFFICIAL TARGETS ANNOUNCED BY GOVERNMENT
The Congress Government declared:
- ✔️ Support for 5,00,000 youth
- ✔️ Loans up to ₹3,00,000–₹4,00,000
- ✔️ Budget allocation of ₹6,000 crore
- ✔️ Transparent selection process
- ✔️ Fast disbursement
- ✔️ Self-employment & micro-business promotion
NOTHING matched the ground reality.
🔷 4. TOTAL APPLICATIONS RECEIVED
According to district-wise and corporation-wise data:

👉 16,23,764 applications**
This shows the huge unemployment crisis in Telangana — and how desperately youth were waiting for support.
But the government failed to handle this scale.
🔷 5. SELECTION & APPROVAL DATA
First-phase selections (as announced):
- Only around 1,00,000 applicants were selected for sanction letters.
- This is just 6% of total applicants.
- Even those selected did not receive funds on time.
Example – Hyderabad District:
- Applications: 1,28,763
- Selected: 9,219
- Percentage approved: 7%
This proves the selection process was:
- ❌ Non-transparent
- ❌ Politically influenced
- ❌ Massively discriminatory
- ❌ Not aligned with promises
🔷 6. CORE FAILURE: NO LOAN DISBURSEMENT
The biggest failure is financial:
Sanction letters were given on stage, but:
- ❌ Most beneficiaries did NOT receive money
- ❌ Banks did NOT get official financial backing
- ❌ No budget release order (BRO) was issued in many districts
- ❌ Zero clarity from government officials
Many youth who visited banks heard:
“We received no instruction from the government.”
This exposed the gimmick nature of the scheme.
🔷 7. MAJOR ADMINISTRATIVE FAILURES
1️⃣ No proper verification mechanism
District offices were overwhelmed, causing huge delays.
2️⃣ Zero transparency
No final list, no public data on:
- approvals
- rejections
- pending cases
- fund allocation
- fund release
3️⃣ No budget release
The government announced ₹6,000 crore, but did not release funds timely.
4️⃣ No coordination with banks
Banks refused to process files due to lack of official financial guarantees.
5️⃣ No grievance system
Lakhs of youth were left without guidance.
🔷 8. POLITICAL MISUSE & ELECTION GIMMICK
Evidence strongly indicates Congress used this scheme as:
✔️ Political advertising tool (pre-election)
✔️ Youth vote-bank strategy
✔️ Media publicity stunt
Even the June 2 sanction letter event was designed for optics — not actual delivery.
Many youths say:
“They only wanted photos and videos. Not our livelihood.”
🔷 9. IMPACT ON YOUTH
The consequences are serious:
- Disappointment among lakhs of unemployed youth
- Loss of trust in government promises
- Financial burden continues
- Bank loan hopes shattered
- Increased frustration, protests emerging in districts
Many applicants spent money for:
- Xerox copies
- Online applications
- Travel to MRO/MPDO offices
- Documentation updates
But received nothing in return.
🔷 10. ANALYSIS: WHY THE SCHEME FAILED
1️⃣ Over-promising, under-planning
Congress government announced big numbers without studying feasibility.
2️⃣ Zero administrative groundwork
Even basic infrastructure for processing applications didn’t exist.
3️⃣ Budget not released fully
Announcements were made, but no funds reached banks.
4️⃣ Corruption allegations in selection
There are reports of favoritism and political influence.
5️⃣ No post-selection support
Youth were clueless after receiving sanction letters.
6️⃣ Massive gap between applications & approvals
16 lakh → only 1 lakh selected → even fewer received money.
🔷 11. SUMMARY OF TOTAL FAILURE
Congress promised:
- Empowerment of 5 lakh youth
- ₹3–4 lakh assistance
- Quick loans
- Full transparency
But actually delivered:
❌ Only 6% selection
❌ No money disbursed

❌ Misleading the youth
❌ Election publicity stunts
